The EU’s Role in the Field of International Cooperation and Development. Payer or Player in its Neighborhood and Beyond
The European Union is a global actor in the development sector, together with the United Nations and the World Bank, trying to fill the gaps of the Millennium Development Goals and to achieve the Sustainable Development Goals by 2030. By being engaged in political dialogues and development activities, the EU can be seen at the same time as a player and/or as a payer. The research goal of this paper is to understand where the EU seats at the table: payer – as Member States, under the EU umbrella, accompany the beneficiary countries on various projects and programmes financed through different instruments and schemes, or player – as an international organisation that works in synergy with other international partners.
